In Singapore, MAS has its draft stablecoin law out for consultation until 16 October, nine days after this evening. Both ask for full reserves, redemption at par and orderly winddown. Neither answers the practical question for a bank, a payment institution or an exchange: who moves money between the two regimes, at what cost, and what still breaks in the middle.
